Create assignment -> Waitlist criteria

Hello,

I am writing here to have a better understanding of waitlist functionalities.

In particular, if I configure waitlist rules (f.e. maximum participants: 5) and then, as a Learning specialist, I assign the offering to 10 employees, how will it work?

I mean, 5 employees will have the offering assigned and the other 5 not: but which criteria is using the system to select the 5 that will be assigned and the others that will be waitlisted?
