Need workflow to go to HR Specialist twice

Hello!

Requirement: Workflow for create position should go to HR Specialist as first step and last step of approval process.

Currently it is skipping the last step, almost like it auto-approves bc the HR Specialist approved in first step.

I have changed the name of the rule the second time it goes to HR and Task Aggregation = None

Any ideas?
