How to Handle if Hire Date is prior to Pending Worker Start Date?

We ave scenarios when pending records are created as of today, however, it's a mistake because by default the system takes today's date then they get converted to employees and HR don't realize that until the pay day and they find that the hire date was earlier then it errors because the hire date cannot be prior to pending worker date. How to handle this? Is there a load or something?
