BIP Report to pull only terminated employee

how can we pull only terminated employees who does not have any active record as of sysdate -30

Example: Employee terminated as of yesterday and rehired as of today, report should not be pulling this employee's record. My report is fetching terminated record of this employee, which shouldn't be the case as there is already an active record on top of it.

Below is the sample query i'm using:

select ********
from 
per_all_people_f papf,
PER_EMAIL_ADDRESSES pea,
per_all_assignments_m paaf,
per_periods_of_service ppos
where 1=1
and papf.person_id=pea.person_id
and paaf.person_id=papf.person_id
