Unable to get the expected result from forcing security sync on applications


I using the new Clone feature and I am receiving an error message you often see when migrating a snapshot.

Configuration/User Preferences 

"User x does not exist for this application"

As per Doc ID 2513458.1 it is recommended that the Security artifact is exported then imported, forcing a sync of Security with MyServices.

However, the same error persists even after this has been done. The user does not exist on MyServices but a Clone fails due to this error.

Any advice on next steps before I raise an SR? Has anyone seen this before and able to suggest a workaround?
