Participant (Read) permission does not give access to node properties

User Group has the following permissions for FCCS Application, FCCS Entity Dimension, and FCCS Entity Node Type in EDMCS: Participant (Read), Allowed Actions = None, Properties = Display All

One user in the permission group is unable to see any of the 24 node properties in the Viewpoint other than Name, but another user in the group IS able to see all the properties. There are no obvious differences between these two users in Groups, Application Role/Role Assignments, or Permissions. I can't account for the difference - any ideas? 

Attached picture shows what the user should see (24 properties) and what they do see (1 property). Some details redacted.
