Sharing Family and Emergency Contacts Between Employees

In order to not create duplicate contacts, how can we share contacts from one employee to another (Nonworker contacts)Content
Our organization has many employee family members who are contacts for other family members. For example, the nonworker spouse (Bill) of one worker (Susan) is the brother of another worker (Jim). How can both workers (Susan and Jim) share this same nonworker contact (Bill)?
The issue is that if this functionality is not allowed, Bill will end up having multiple nonworker records in Oracle HR.
