OTL Time Cards: View only access to Line Manager and Edit access to Time Manager

Hi Experts,

Could you please guide how we can achieve the following scenario:

1. Line managers should have "View Only" access for the direct report's time card, they should not be able to edit or modify time cards submitted by the employee.

2. Time managers can edit but not approve the time card. 

Worker time entry profile set up is common for both Line Manager and Time Manager, can we set this scenario via roles?

Line Manager role has a Privilege "Manage time cards by Line Manager" which allows Line managers to edit, create and approve time cards. If I remove this Privilege, "Team time cards" will be removed and line managers will not be able to view time cards as well.
