Translation Override Rule no longer works

When recalculating 2018 a Translation Override Rule does not work anymore

Hi,

Recently we found out that the data of a certain entity is no longer translated against the local rate of that year. In the Word attachment you can find screenshots of both the override rule and the local rate data. So the rule in the screenshot did work, but somehow no longer works.

In the April 2021 patch something is mentioned about Change to Default Translation Sequence. Although I do not think this should cause the issue, I tried putting substitution variable skipTransRulesIfOverrideRatesExist to false but that did not help.
