UOM Standard conversions for Base Unit of Measure

In EBS, All Base UOM, defined conversion value as 1, for ex 1 BOXES = 1 BOXES, Cloud Base UOM's are not available in UOM Standard conversion UOM Name LOV.

Hello,

In EBS, All Base UOM, defined conversion value as 1, for ex 1 BOXES = 1 BOXES, here BOXES are Base UOM and UOM name also BOXES, when tried to define the same in cloud, Base UOMs are not available, is this standard functionality?
