Workflow Escalation

We have set up one approval policy for Entity segment and we have given permissions to the users at segment level. I have raised a request to create a new member and it went for approval correctly however the approver hasn't approved the request for 24 hours so as per the logic system should generate escalation notification to the user who has owner and data manager permission to the segment. However system is not generating escalation notification. Have I missed anything here ?
