Employee self-service: document of record approval only kicking off when submitted via Quick Action

Hi all,

I know Quick Actions are intended to phase out Person Management for HR. However, when submitting a document of record via employee self-service, the approval only kicks off when submitted via the Document Record Quick Action, rather than via Personal Information > Document Records. Is this expected behavior?
