Ensuring FIFO in release rules

How do I ensure the oldest lot is allocated during the release rule process. 

This is the scenario that I am experiencing. Order is released via create pick wave screens. The item on the picklist has two lots. The lot that is allocated is the newer of the two lots. I checked the release rules, the parameter is set to Lot FIFO but that is not what is happening.
