Prerequisite not met isn't kicking in

I have unchecked the box in Setup > Learner Self Service > Allow enrollment when required prerequisites aren't achieved. I am choosing the course and it flags that I haven't got the prereq and gives me a button to Find Learning.

However, I can still enrol onto the course and it goes into pending approval. Am I doing something wrong or is this a serious bug I need to log with Oracle?
