Hire employee with cancelled work relationship

Hello,

We had an employee who was hired but did not end up starting the job, so their work relationship was cancelled.  They've recently been hired into another position and we noticed that when their pending worker record was converted to employee they ended up with an action of 'rehire' instead of 'hire'.  The system doesn't allow us to correct the action either - only 'rehire' is available.  Since the previous relationship was cancelled we were thinking this would be treated as a new hire.  Is this the expected behavior?  Should we be managing these types of scenarios differently?
