OTBI Dashboard Layout for Sections

I have created a dashboard with two sections, one of the sections I need the two analysis to render side by side (horizontal) rather than vertical. However when I click the horizontal layout tool option, the analysis remain vertical. I created the same report in the DEV environment and did not have any issues. The dashboard format rendered as expected. Is there a specific configuration option to enable this specific layout?
