Absence Plan Accural Hours

Is it possible to have Accrual Plan give hours at different days of service and at anniversary?

Company would like to provide a vacation/pto plan that would:

91 Days of Service give employee 40 hours
181 Days of Service give employee another 40 hours.  Any hours from 91 DOS - 180 DOS would NOT be forfeited.

1 Year of Service any hours left remaining would be forfeited and the anniversary accrual would begin with 80 hours
2 Year of Service - same as 1 YOS

Up until 10 Year of Service at which time that 120 would be the new accrual.

I'm unsure how to accomplish this.  We also do not use Matrix bands since we have one hourly vacation plan that via fast formula had different bands due to grandfathered employees.  I know we can achieve giving 40 at 91 and forfeit at 1 year to regain 80 at the 1 year of Service..
