Not able to copy the inspection plan to all inventory organizations

Content

We have around 48 Inventory Orgs.We created inspection plan in one org and tried to copy it to all the rest of inventory orgs.But we are not able to see all the complete list of Inventory orgs to select for copying.We are able to see only few Inventory orgs to select.

Data access is already given for all the inventory orgs.

Could anyone help us on this
