Adding Attachments to Recs in Bulk as an Admin

There is not currently a way to add attachments to recs in bulk as an admin. You have to be the preparer on the rec and also a 'User' for some reason to add an attachment to a rec. So for me to add the same attachment to say 100 recs I have to create these recs for the period reassign my self as the preparer on all the recs, change my oracle predefined rule to 'user', add the attachment to the recs in bulk where I am the preparer, and then reassign the original preparers back to the workflow on
