Global Transfer using Involuntary Termination Type

We are experiencing a couple of issues with the Global Transfer process. Our first issue is that we are not able to Edit/Correct the 'Termination' page for Global Transfers. There can be several reasons why we need to do this but we most often do this to change the Rehire Recommendation from the defaulted 'No' to 'Yes'. The second issue is that the Termination Type is being set to Involuntary.

I've run Master Person and Employment diagnostic tests that don't point to any issues. I've research MOS and this site to find information without success. 

We currently have a work around for the Recommended for Rehire value - we are able to use Classic UI to Edit/Correct it in the Work Relationship page.
