BPM workflow approval question for PPM Project Budgets

Hi all, I have a question on BPM workflow approvals for PPM Project Budgets. For the workflow approval of any new budget version, business wants to use the DIFFERENCE between the dollar amount in that version & the dollar amount in the Baseline version (Rather than the net amount in that version)

For example

Baseline Budget Amount: $30,000

Version 2 Budget Amount: $35,000

Version 3 Budget Amount: $40,000

In the example above, following are the amounts that they want the workflow to use for building the approver list:

• For Version 2, the approvals should be based on $5000 (35,000-30,000)
• For Version 3, the approvals should be based on
