Scheduler CPU usage counts towards OCPU costs?

My aplication uses very little cpu. But Oracle itself uses a lot e.g. internal scheduled jobs.


I am trying to figure out whether CPU consumed by Oracle database itself (e.g. scheduled jobs) counts towards OCPU costs.
My application's cpu usage is much lower than Oracle's own usage - but I suspect I get charged for both, which seems unfair.
