Help with Fast Formula for Enrollment Start/End Date on Absence Plan

Summary

Howdy, I'm looking for a fast formula that will provide 30 days prior to July 4th as Enrollment Start Date and 180 after July 4th as Enrollment End Date. See pseudo code below.

currentDate = GETCURRENTDATE
currentYear = LEFT(currentDate, 4) -- get the first 4 characters of currentDate aka the current year assuming date format is: '2019/1/1 00:00:00'
enrollmentStartDate = CONCAT(currentYear, '/06/04') -- 30 days before July 4th

RETURN enrollmentStartDate
