Resource Alert - Recipients

So, I've learned the hard way that in the New Assignment resource alert only the recipient Worklist is required which sends out an alert and an email (when we went live in another project, the learners had mutliple emails).

But now since we are on 21B, the learners only get an alert but no email. I've added WorkEmail as recipient as well so they now get both again. But it has left me very confused? Can anyone shed light on this?
