Find Contacts Person Page in Responsive Pages without going through Family and Emergency Contacts Pa

In transitioning to only using Responsive Quick Actions, we are finding some gaps between Responsive Page Functionality and Person Management Functionality.  One of the gaps is that in Person Management you can search an employee's contact on its own, by searching name or person number of the contact, rather than searching employee first. We have not been able to find contacts in a similar way using Responsive Quick Actions.  It seems that we can only go through Family and Emergency Contact Page of the employee to find contacts.

Has anyone found a way to add contacts to the Advanced Filters for Personal Details or Contact Info Responsive Pages?
