Tracking Vacancies without Position Management?

Hi to all.

Long term user, very recent joiner in Customer Connect.

1) Would like to ask if it's possible to track vacancies without enabling Position Management?

2) If not, can we enable Position Management only for a specific country?

Requirements of that country are the following:

a) Track vacancies in a report or in a screen

b) Display vacancies in the organization chart
