OIC Connection Creation should be restricted to administrator role

Description

As developers create integrations, they define their own connections pointing to the same application. This leads to many duplicate connections.

Oracle recommends to

• Have a custodian create needed connections and ensure duplicate connections of the same types are not created.
  • Build a best practice for naming conventions and maintaining a set of configurations.

In order to apply above recommendation, connection creation should be restricted to administrator role only.
