auto scaling for OIC

Need some clarification on how scaling of OIC instance is working. After reading through following doc
it is not clear if this manual scale is on permanent basis or it's variable/temporary scale to increase performance during peak workload
Consider following use case:
1. normal OIC instance has 20k per hour message pack
2. during 4 hours (11am to 1pm, and 4pm to 6pm) we need to double our message pack
Can i configure OIC to increase message packs dynamically during peak hours (but to not exceed 40k message per hour) and scale it back to normal during normal hours?
