Not able to send Quality Issue Email notification

Content

1) Quality ManagementQuality Issues (Search)Click on ActionsClick on Send
2) After clicking Send,I have added the user name which the quality issue object to be sent
3) Received Bell notification for my user id about the quality issue as below.But I have not received email notification
4) I am able to see the notification preference has been set it up as “ALL”.Not sure why I am still not getting the email

5) Similarly email notification are not being to sent to corresponding "Assigned To" in Quality Issue page
