SQL query help needed - Payroll tables

Hi All,
I hope someone is able to help me out. I am trying to debug a query that was built for us to report on those employees that have a garnishment added to them in the selected payroll. The query has been getting slower for the last couple of pay periods and then this pay period, it gives a time out error.
I am trying to break the query down to see if there are any areas that I could improve performance but so far I haven't seen anything that would help
