Disabling the action on certain condition

I have a requirement to disable one action for certain stages of the quote, I can see in the admin page that I have option to Hide/Active/Inactivate it. Active will enable it, Hide will hide it, Inactive also hides it. 

Can anyone confirm how to disable one action for certain condition?
