Report column to show # submissions in a specific step/status

I need to pull the number of candidates currently in the "New" step and the "To Be Reviewed" status.  I am using the following formula and getting a blank in the table view and the number of completed submission in a tile (39).  The expected result in this case is 15 submissions. See attached image.

CASE WHEN "Submission CSW Status - Current"."Current Step Name" = 'New' AND "Submission CSW Status - Current"."Current Status Name" = 'To Be Reviewed' THEN "Candidate Counts"."# Submissions" END

What am I doing wrong?  Please advise.
