Change to Bulk Loader - Course Completions?

I'm trying to back off a completion that was given in error because the admin used the wrong user ID. In the past I've been able to use the course completion bulk loader and mark a started date, leave the completed date empty, show 0 as the % complete and it moved the course from complete to in progress.
I'm doing exactly that today and getting a result that the record was skipped because the completion needs to be 100%.
Was there a change to the Bulk Loader recently? I did this successfully in February.
