Can Action Type be Updated for Existing Action?

It seems that only certain action types show up in the Action field LOV on Employment.  We are needing to add some employment rows, but the Action we're wanting to use doesn't display as an available choice.  When I look at the Action, it has a Type of Update Job (see screenshot below).  I'd like to change it to Change Employment (as those types seem to be listed in the LOV).  But I don't see any way to edit that field for an existing action.  Am I missing something?  Is there a reason that can't be done?  Is there any
