Learning - What OTBI Subject Area can be used to with Analysis Criteria to identify a new Manager

There is a business requirement to have a Learning Initiative to enrol on a specific course anyone who has just become a supervisor/line manager for the first time. I was thinking Analysis Criteria may be the solution to this however I am not finding a way to identify new managers.

I've looked at the Subject Area of Workforce Learning - Learning Management Real Time, and there is a folder for Assignment Manager List Unsecured (same as Workforce Management - Worker Assignment Real Time) however the Effective Start Date tracks any change for a direct report linked to a supervisor.
