Is there a way to create Users via Integration on Oracle Public Cloud (Gen1)?

OTM SaaS allows to create/modify/delete Users via Integration XML.

With 21A its also possible to create Users created in OTM via XML to propagate to Oracle IDCS. But that functionality is available only for Gen 2 Cloud and not to Oracle Public Cloud (Gen1).

Is there any way (preferably via Integration) to create Users in SIM (Shared Identity Management) in Gen1 Cloud?
