Hours of Learning This Year in Scoreboard customizable?

Hi, has anyone been able to modify/customize the seeded logic to calculate the Hours of Learning ?
We would like the Training Hours assigned to each Course to be summed up in this field. Example of some of the issues, is that we assign a PDF for 10 hours, but system is assigning few second for the course (time to download the course). Any suggestions or documentation appreciated.
