Multiple Learning Request approvals

Hi, 

 

I am trying to set up 2 approval workflows for a learning request. 

Scenario 1 - Employee makes request > manager is sent the request to approve (no issues with this)

Scenario 2 - Manager makes the request on behalf of the employee > auto approve (this is the one that does not seem to be working for me) 

 

I attached a screenshot of what I have right now
