Is there an API/Webservice/any automation for doing Project Cost transfers that offer audit trail similar to UI-based transactions?

Fusion offers businesses the option to transfer costs between projects from the UI. These transfers provide complete audit trail of the Origin and Destination transactions & also allow users to drill down into the Origin transaction to see the original source of the project cost (For eg. a payables invoice number)

For our customer, the volumes of project cost transfers is high & we need automation (Web Service, API, spreadsheet upload etc). Does anyone have any ideas? We reviewed the Create Mass Transfer action, but that does not give you the flexibility to exclude certain costs that are returned in the search results
