Has anyone noticed that email to Hotmail and outlook.com email addresses are bouncing.Content

I hope everyone is doing well.
Our organization sends training notifications to part-time staff via their personal email addresses. Late last week we began receiving bounce notifications for emails directed to Hotmail and outlook.com accounts with the following message:
hotmail-com.olc.protection.outlook.com[104.47.56.33] said: 550 5.7.1
Unfortunately, messages from [68.233.77.16] weren't sent. Please contact
your Internet service provider since part of their network is on our block
list (S3150). You can also refer your provider to
