Person management vs New RUI - controlling non-TOS entry

Hi HCM Cloud friends, 

In world when person management and the RUI screens co-existed, we have the ability to completely lock down the non-Top of stack entries from the RUI screens using the setting at enterprise level "Future-Dated Records Validations" set to Error. 

But now with retiring of the person management screens and moving all users to RUI/NUX screens, how can we restrict partial set of users to allow entry of non-Top of stack records and others to only enter Top of stack entries. Is this possible? 

How are others handling this as per our understand Oracle doesn't propagate the entries to future dated existing records automatically. And in case of Global transfer Oracle could delete future dated records from the old Legal employer
