How to create Expenditure Types using only PEM offer?

Hi all,

I'm looking for a way to create Expenditure Types in Project Execution Management, note that I haven't Project Financial offer enabled, and there is plans to do so.

My intent is to create Expense Resources in a project task and add some costs.
