Interestingly enough, I saw two posts/queries on one common topic. 

Topic:

Why is the user unable to view Edit Order action on a requisition line? The right privileges have been assigned and still cannot execute those actions

Analysis and Triage:

We went through a couple of rounds of various triage aspects:

1. Is this user active and does the user have access to the Requisitioning BU in question

2. Does the user have the right privilege (in this case to edit the purchase order as a requester)
