Data Access addition or removal history of users

Users are provided with data access/security context values depending upon the role by navigating to the Setup and Maintenance task - Manage Data Access for Users.

Is there a Oracle seeded report  which would give us the details of when and by whom a particular data access/security context value was added/removed to/from a user profile ?

We are aware of Audit Reports functionality in Fusion but the report only provides the role addition/removal history and not data access.
