Preventing Pre-Mapped Transaction Import

Does anyone know of a way to prevent the importing of transactions in rec compliance if certain attributes are not included?  My client wants to be able to import pre-mapped transactions but they want the load to fail if a certain attribute value isn't populated in the file.  I made the attribute required for balance explanations but it seems like that still allows the import but doesn't allow the recon to be submitted if the attribute isn't populated.  I need the actual import to fail or give a warning.  Has anyone ever done this?
