OOB EPBCS Prepare Forecast Rule copies Actuals to "OEP_No Entity"

Hi All,

Can someone please explain why the Prepare Forecast & Rolling Forecast executes all the commands at the "OEP_No Entity" member?

Then how are the data get populated for all entities?
