Security - created external learner but can't see the offering

We have created a custom role called External Learner. This enables them to only see the learning they are assigned to. We have assigned learning to them on a course level. When it comes to selecting an Offering the message There are no offerings pops up. But there is an offering. The employee learner can enrol. Please see attached the privileges we have assigned. What are we missing?
