Unable to see Goals Tab under Directory from HR User

Unable to see Goals Tab under Directory from HR User for few employees, but HR can see his direct reportsContent
Hi All,
HR user can see all the Tabs under Directory for direct reports like Goals, Performance, Skills and Qualification..etc, But Can not see few tables like Goals for non Reporties.
Please let me know what will be the issue.
