Prerequisites to convert inventory organization from No Lot Uniqueness to Unique Across Items

Client has a late request to have lot generation be unique for each item.

This setting is easy to change for an organization that has no inventory records. However, changing it on the required org, which has transactions, gives an error

"You must select the value unique across items because another organization has specified that the lot number must be unique for items. (RCS-3360206)"

 

I cannot find this error number in support.oracle or cloud connect, and the error is occuring when changing from No Uniqueness to Unique Across Items, so the error doesn't seem to make sense. The error occurs in UI or via rest API.
