How to implement process manufacturing expenses to allocate feature for actual costing in fusion

Our client Ma'aden uses expense to allocate feature in OPM in EBS to allocate many expense (say utilities) etc end of the month. In fusion they are planning to use actual costing. How can we implement the expense to allocate feature in fusion for process manufacturing? If we use accounting overhead rule, that gets applied for a particular transaction and also there is no way we can change the rate end of the period when we get the actual expense value. Please suggest any alternative option.
